Notice of Finance Bureau of Tianjin Municipal Development and Reform Commission on Organizing application for Alternative Projects of 2023 Special Fund Subsidy for Energy Conservation and Carbon Reduction in Tianjin

In order to implement the Regulations of Tianjin on Energy Conservation, the Implementation Plan of Tianjin’s 14th Five-Year Plan on Energy Conservation and Emission Reduction, and the Implementation Plan of Tianjin’s Carbon Peak, promote the implementation of key energy conservation and carbon reduction projects, comprehensively improve the efficiency of resource utilization, and help achieve carbon peak and carbon neutrality, The Municipal Development and Reform Commission and the Municipal Finance Bureau organized the application of alternative projects for 2023 Tianjin Special fund subsidies for energy conservation and carbon reduction. The relevant matters are hereby notified as follows:
1. Scope of declaration
Energy saving technology transformation project, high efficiency equipment promotion project, contract energy management project, carbon reduction technology demonstration project, resource recycling project, clean production transformation project. See Annex 1 for detailed declaration requirements.
Ii. Conditions for declaration
The applicant has the status of an independent legal person and has no serious violations of laws and regulations or bad credit records in the past three years. The project was completed and put into use between July 1, 2022 and June 30, 2023, without financial support from other municipalities.
Iii. Declaration procedures
Each district Development and Reform Commission (energy conservation department) and finance bureau shall organize project application in accordance with the requirements of the notice, conduct preliminary examination on the completeness and standardization of the basic project information form (Annex 2) and fund application report (Annex 3), and submit the district application documents and project application materials (in duplicate) to the Municipal Development and Reform Commission (Department of Environmental Resources and Double Carbon) before February 28, 2023. Send electronic copies to sfzggwhzc@tj.gov.cn. Incomplete materials or beyond the declaration date will not be accepted.
The Municipal Development and Reform Commission will organize expert review, put the projects that meet the application conditions and have good demonstration effect into the alternative list, organize a third-party institution to check and accept the alternative projects in the second half of 2023, and allocate subsidy funds together with the Municipal Finance Bureau according to the check and acceptance results.
Iv. Other matters
The number of projects supported by the same applicant shall not exceed 1 in principle, and priority shall be given to the units with the energy saving credit evaluation grade A under the same conditions. If the applicant fails to put the alternative project into use as promised before June 30, 2023 without justifiable reasons, it will be included in the record of dishonest behavior of energy conservation, and the application of the project will not be accepted within 3 years.
If the intended support unit is the key energy user, it shall fulfill the energy consumption dual control target in 2022 as required, the energy conservation assessment result in 2022 shall be above grade “basically completed”, the energy conservation credit evaluation grade shall be above grade C, and the energy conservation management measures such as energy management system construction, energy audit, energy utilization report and online monitoring of energy consumption shall be strictly implemented.
The investment mentioned in the project application requirements refers to the construction investment that can directly form fixed assets, excluding land purchase expenses, interest during the construction period, working capital, class II expenses, reserve expenses and other expenses.
